I couldn't whistle before I started playing the flute so I guess there's something to it. But I think it might be more about the muscles in the lips. You need strong ones both for whistling and for flute playing.

You can get real cheap tin whistles on ebay, though I'd actually recommend getting a wooden one. Much nicer tone.

http://www.thesession.org is also a good site, with sheet music to plenty of Celtic folk tunes. Not everything is done for flute, but all (as far as I know) is playable on a flute.
