For what sort of demographic (beginner, intermediate, etc.) is the series oriented? Also, is there any significant overlap between his exercises and Taffanel-Gaubert?

His exercises are more derived from the Moyse exercises and various orchestral/solo works than the T+G, from what I've seen. Some of the technical exercises are similar to T+G, but not enough to call it a significant overlap (at least in my mind). It's an excellent series, and I would strongly recommend the omnibus edition (comprising the first 5 books of the series in one volume) to anyone. I would say that almost any level of player could use the books, though what they got out of it would probably change from beginners to intermediate players straight on through to professionals. I wouldn't suggest it as the first book for a young player, as it is very informative, as well as including many excellent exercises, and a young mind would likely become bored with them.
