Practice books progress too fast

Why do all practice books start out at a low level and then in a very short time, that is, in just a few pages get progressivly more advanced? They go from beginner level to advanced in just a few pages. I don't know about anyone else but I am not a flute prodigy so I can't get to advanced level after just a few pages. I wish I could find a set of lesson books where the first book is ONLY beginner level through out the intire book. Then when you are finished with that book you can go to a second intermediate book if you feel you are ready and then to an advanced book after that. And they need to be about 2 inches thick.

I've been using Trevor Wye's "Beginner's Book for the Flute" and for me it seems that after introducing one or two notes it progresses from very low level to a harder level until the next note is introduced.
