Are flute performance majors expected to perform on piccolo too? Is it considered better to be proficient on other flutes as well as the C (i.e., piccolo, alto, etc)?

Depends on your teacher. You don't have to come in with experience on pic, but they generally want you to be willing to try. As for alto I got to play alto a ton in college because no one wanted and it was a ton of fun. So for that it would depend on music they are playing and if the school has one.
One of my best memories was our wind symphony did an arrangement of The Planets and through the course of all the movements I got to play pic, flute, and alto. So I would definitely say try everything you have the opportunity to
