Ok I have been playing flute for about... a year and i kno im good... and this year im doing all county and the music this year is all over the place and its fast and its annoying. I dont wanna sound like a brat but up till now everything has come so easily to me, but this music has where it goes from a G# to A then B all really fast and i sumhow cant do it when i try it goes all... idk slow... when its supposed to be fast and i cant do it and ya... HELP! plz...

Practice it over and over again. Play it at a comfortable speed to you. Don't try to increase the speed until you are completely comfortable.
It may take lots of time, but it's the only way to really master the instrument.
You haven't been playing very long at all: go easy on yourself. It takes years and years to learn to play flute.

The number one mistake people can make is learn to play something as fast as they can right off the bat.
Think about this. When you do not know a task, you have to do 10 times more thinking than when you do a task. Think about something simple like typing. When you first learn to type, you have to look at the keys. After you learn how to type, you dont really look at the keys that much. They are only an occasional reference. This is how music is also. The better you know a piece, the faster you can play it.
Get to know the piece correctly, speed will come. Before you know it, you will even be able to play it faster than you have to play it.

I'd have to agree with what everyone ahead of this post has said, but keep in mind that this is your second year and that the basics may be down, but the music getting harder is the what will make it fun. Keep up the practice and I'm sure you'll do fine, oh, and if what you're talking about is anything like Region down here, you might want to go over a few basic scales and chro just to be on the safe side.
