How do I post a picture on this forum?

I would like to put a picture of myself, similar to many of the others I see when posting. I see in the profile, instructions indicate that the file must be maximum 150*150 pixels and 20KB. I have been using Adobe Photoshop, trying to make a picture this small. the pixel count is not a problem, but I cannot get a picture down to 20KB and still be in focus. I have even tried black and white as opposed to color. Many of the other pictures I see on this forum look much nicer than I am able to accomplish. Do any of you have any suggestions?
