Is there a way to get rid of black tarnish? My flutes lip plate has very gross looking black tarnish on it.

A treated polishing cloth for silver, either from a band instrument dealer or a jeweler, should take care of the tarnish---just watch out for Black Chin afterwards

Sometimes rubbing alchohol on a soft cloth does the trick - and it doesn't damage laquer (often the treated cloths do).
There anti-tarnish strips to put in your case, but I'm pretty sure they only prevent additional tarnish.
