One more q for now

I have a tin whislte in the kew of D major, and I''ve noticed
that its fingerings are almost exaclty the same as those of a C-Transversal.
Also, the picc''s deepest note is a D, not a C. So I was wondering, are
"normal" flute''s really D instruments, with a C-foot added?
