Of course, blowing air across the mouthpiece is what creates the sound on a flute.. Do you mean that your tone sounds windy? Getting a great tone takes some time, but it all has to do with the shape of the air stream. Common causes of windiness include blowing to high or using an air stream that is larger than the embouchure hole. You can experiment with the size and shape of your lip aperture and try aiming more air down into the flute..
I recommend taking private flute lessons if you don't already. Modeling a teacher with a good sound is really the best way to learn tone production.
