I have both of these books but which one is better?

Easy answer: Master both of them.

That E Wagner book is just too hard for a beginner. I hate it. In fact I quit flute lessons because the teacher wouldn't work out of any other book. I'm now looking for a new teacher but without that dam Wagner book.

Work up to it. Just keep it back behind your other books for now. When you feel like a challenge, start touching on material on that book. You'll eventually get bored of your current study material and want something a little more challenging.
