Piccolo Out of Tune

I recently bought a Yamaha YPC-62 wood piccolo on ebay and I have to pull it out about a quarter of an inch to play it in tune. When I do so, the instrument doesn't respond. Almost unplayable, really. Pushed all the way in, it plays well. I've tried adjusting the head joint cork with little success. Is there a shim or something I can put in the headjoint to fix this problem?

Worried.

Have a flute smith look at it. Adjusting the headjoint cork is something you don't want to mess with.
