I wouldn't tongue them. Make sure you are using the correct fingering, and that you don't have a leak with your F#. Anyway, this run of 32nd notes is supposed to be quick and very fluid sounding. Adding an articulation would completely ruin the effect. [And besides, the whole thing is written under a slur].

I was going to send you a link where you could listen to me playing Syrinx, but I went and listened to it first.....

Bad Idea... I am so appalled by my playing quality, that I will be taking the recording[s] down asap. The progress one makes in a year!

the only other way it could work is keeping my first finger down for the Eb, so its already there for the F#, but then this still doesnt make sense that with tonguing it speaks but with slurring it doesnt...

If I could see you playing, I could help more, but alas... I can't. I didn't have any problem with the fingerings. I used standard fingerings, and it was like a breeze. But, with that being said, I have several more years of playing under my belt, so no offense intended.

Try talking to your teacher about it. And, try doing a YouTube search. There are some pretty good performances of it on there. James Galway has one up there. A girl by the screen name of Intermezzo also has one, and hers was pretty good [given the fact that she was doing it as a test to see if her Carpal Tunnel surgery had gone well].

I would practice by playing from Eb and Gb repeatedly, starting slowly. Once you get that smooth, this lick shouldn't be a problem.
