Given what you've posted, I'd suggest sticking with a known brand if at all possible, largely because you're unable to try beforehand.
I personally spent a number of years on the gemeinhardt 2esp (similar model to the 2sp), and like the brand (my latest is also a gemeinhardt), but I'm aware some people have reservations on them, especially the new ones. The benchmark flute is probably the yamaha YFL221, which many swear by, but I just liked the gemeinhardt tone more.
One possibility is to look for a secondhand instrument being sold by a reputable flute shop online. One with a return policy (of course), and confirmation it has been serviced by a decent tech immediately before being sold. You might be able to get a better quality instrument for your budget that way, though the price you mentioned is about where the decent ones start, so don't get your hopes up too much.
