Will this polish off?

This looks like a "spray" of tarnish.

Have tried warm water with detergent.
Have tried simichrome (wenol), tarnishield to no avail. Tarnish stayed, silver came off a little but more than I would have liked.
Have polished with silver cloth. uh-uhh. Still there.

Any suggestions from the experts would be much obliged.

Maybe polishing each spot very lightly (I mean it!) on a wheel with Tripoli, then another session with Rouge for finishing.

It almost looks like the silver is starting to become pitted. What is the lip plate made of? I would have an experienced tech take a look at it. I suspect that it is a silver plated headjoint/lip plate and the plating is starting to come off. My student flute looked like this before the plating started to flake off.
