Hi Guys, I'm a newbie here.
How do you practice at home without annoying the neighbors?

Hopefully your neighbors don't mind your practicing for a least an hour daily. You can talk to them to let them know you play flute and if there were any times that they needed silence.
Short of using industrial & expensive sound proofing materials you can always put up wall hangings that will help dampen sound (rugs/tapestries). The only problem is that they may also deaden the room for you.
The flute is at least one of the quieter instruments, they should be glad you don't play trumpet

Re: Soundproofing
Im not sure I understand. Why would you even have to worry?
Unless you live in a small dorm environment or crappy apartment with no insulation it shouldnt even be an issue.
If both are true I'd recommend moving somewhere its NOT an issue. And practicing only an hour a day won't get you far. My warm up for the day is an hour.
If you're renting a room for example you could hang some thick sound proofing on your door. Place a towel in front of the space under the door.
Maybe find thick curtain material and hang it on the interior wall of the home (with permission). This will absorb some of the sound anyway. The door is usually the biggest priority in soundproofing a room.
If you live in an apartment and your neighbors next to you are the issue there may be no solution other than to move. I had a friend who lived next to a professional fluatist. He hated him as he was loud, practiced for hours (understandable), and started at 4 in the morning.
I've used all kinds of solutions:
Practiced in my car
At the local college
Friends warehouse
Out in public (parks etc)
If you're only practicing an hour a day you don't have a problem.
If you need to practice 5-8 hours a day like some of us you really need to find an environment that is good/supportive of you and your goals. It just takes a little work that's all.
Best of luck!
