split E mechanism

The Pearl 501 flute that I'm working on has a split E mechanism. The lever for the mechanism has been bent. I have not seen one of these before. Is the lever supposed to close the F# key completely when the D key is depressed? I have seen pictures of the inserts for the F# key that are supposed to have a similar effect, but they only cover a portion of the F# key chimney (of course!) so I'm not sure if the F# key should close completely or only partially. And if only partially, how much. It seems to me that it should close completely.

Can you re - read your question, I think you may have mixed some stuff up,

As a side note

F closes F#
E Closes F# and closes G2
D Closes F#

Assuming that you are meaning the lower g key isn't closing all the way, your preference is correct. The split E lever is supposed to completely close G2. Lost motion between the two (lever and the key cup) is adjusted by the foot of G1 to increase or decrease the venting of the g keys. This is assuming that your venting has already been correctly established with your F key/bridge foot material.

If E is not closing G2, then you need to cork the underside of the link bar at G2, if it closes G2 properly but has lost motion in the action then you need to adjust foot corks
